General Rules
Article 1
All matters concerning this parking lot (hereinafter referred to as the “Parking Lot”) shall be
subject to the Terms and Conditions of Parking (hereinafter referred to as “TCP”)
Scope of Terms and Conditions
Article 2
- TCP shall be applied to all people who use the Parking Lot (hereinafter referred to as the “User(s)”, regardless of who parks a vehicle in the Parking Lot, or how a user use the Parking Lot.
- The Parking Lot is not a passage where the public are commonly permitted to pass. Therefore, a passer-by who passes through the Parking Lot shall be considered as a User obliged to observe TCP as well, even the User does not park his/her vehicle in the Parking Lot.
Provision of Parking Space
Article 3
The Parking Lot is intended to provide a vehicle parking space for a limited time for a fee, but not to keep a vehicle, so the parking lot operator shall not be obliged to store or manage the vehicle. Since the Parking Lot is operated by the equipment therein or unmanned, a fault or trouble may occur. Thus, the User shall be obliged to ensure safety at his/her own risk. Even if a fault or trouble does occur, such as no indication of the parking fee on the equipment in the Parking Lot, the User shall pay the parking fee corresponding to the parking hour(s) based on the fee system posted in the Parking Lot.
Establishment of Agreement
Article 4
A temporary parking lot usage agreement shall be established between the User and the manager of the Parking Lot, and the contents thereof shall be identical to TCP. However, this temporary parking lot usage agreement shall be applied also to persons who park as specified in Article 6-2, and persons who park a vehicle as specified in Article 10.1 (hereinafter collectively referred to as “Irregular Parking User(s)”).
2.The temporary parking lot usage agreement shall come into effect at the following points in time:
- Flap Plate-type Parking Lot
The point in time after the User has parked his/her vehicle in the Parking Lot, and the vehicle entry recognition device in the parking space has detected it. However, if the vehicle entry recognition device in the parking space does not detect the vehicle due to parking by an Irregular Parking User or a failure of the device, the point in time when the User has parked and gets out of his/her car in the Parking Lot, or the point in time 3 minutes after the User has parked his/her vehicle therein. - Gate-type Parking Lot
The point in time after the User has driven the vehicle in, and the gate has lowered. However, if the User has parked his/her vehicle outside the gate or at another place where the gate cannot be lowered, or if the gate is not lowered due to a fault of the device (including damage to the gate), the point in time when the User has parked and gets out of his/her vehicle in the Parking Lot, or the point in time 3 minutes after the User has parked his/her vehicle therein. - Advance payment-type Parking Lot
The point in time when the User has parked and gets out of his/her car in the Parking Lot, or the point in time 3 minutes after the User has parked his/her vehicle therein - Lockless-type Parking Lot
The point in time after the User has parked his/her vehicle in the Parking Lot, and the vehicle entry recognition device in the Parking Lot has detected it. However, if the vehicle entry recognition device in the parking space does not detect the vehicle due to parking by an Irregular Parking User or a fault of the device, the point in time when the User has parked and gets out of his/her car in the Parking Lot, or the point in time 3 minutes after the User has parked his/her vehicle therein. - Bicycle (rack-type) Parking Lot
The point in time when the User parked his/her bicycle in the rack. However, if the User cannot park it due to parking by an Irregular Parking User or a fault of the device, the point in time when the User has parked in the Parking Lot and left it, or the point in time 3 minutes after he/she has parked it. - Bicycle (gate-type) Parking Lot
The point in time after the User has ridden his/her bicycle into the Parking Lot and the gate has closed. However, if the User has parked his/her bicycle outside the gate or at another place where the gate cannot be closed, or if the gate is not closed due to a fault of the device (including damage to the gate), the point in time when the User has parked and gets off his/her bicycle in the Parking Lot, or the point in time 3 minutes after the User has parked his/her bicycle therein. - Reservation-type Motorcycle Parking Lot
The point in time when the User has driven his/her vehicle into the Parking Lot after the reservation start time. However, if the User has not reserved a parking space, or if the User has parked his/her vehicle before or after the reservation time, the point in time when the User has parked and left his/her vehicle, or the point in time 3 minutes after the User has parked it therein.
Observation of Terms and Conditions
Article 5
The User shall be obliged to observe TCP by himself/herself, and make sure that fellow passengers also observe TCP.
Parking Method
Article 6
- The User shall follow the terms and conditions / the usage method of the Parking Lot fixed therein and the contents described on the poster therein, to use the Parking Lot.
- Parking in any of the following manners shall be regarded as irregular. In these cases, you shall pay the penalty specified in Article 8 in addition to the parking fee specified in the following article:
- If you use the Parking Lot without following the usage protocol described on the poster therein.
- If you have done any of the following at a flap-type Parking Lot:
- Parking with tires placed on a flap plate
- Parking in front of a flap plate
- Parking by avoiding a the flap plate
- Parking to prevent lifting of a flap plate
- Parking across a parking space (frame lines)
- Parking outside a parking space
- Tampering with parking lot equipment
- Driving over a flap plate without paying the parking fee
- If the User has done any of the following at a gate-type Parking Lot
- Parking across a parking space (frame lines)
- Parking outside a parking space
- Tampering with parking lot equipment
- Leaving the Parking Lot without paying the parking fee
- Entering the Parking Lot without obtaining a parking ticket
- If the User has done any of the following at a prepayment Parking Lot:
- If the User has done any of the following at a prepayment Parking Lot:
- Parking exceeding the time limit of the ticket
- Parking when the number of the ticket is different from the vehicle’s plate number
- Parking the car across parking space lines (frame lines)
- Parking the car outside a parking space
- Tampering with parking equipment
- Tampering with parking equipment
- Parking the car across parking space lines (frame lines)
- Parking the car outside a parking space
- Parking so that the number plate is not visible.
- Tampering with parking equipment
- Driving your car through the gate bar without paying the parking fee
- If the User has done any of the following at a lockless-type Parking Lot:
- Parking without pushing your bicycle into the far end of the rack.
- Parking your bicycle outside the rack
- Tampering with the rack
- Retrieving your bicycle without charge adjustment
- Parking which prevents normal locking
- If the User has done any of the following at a lockless-type Parking Lot:
- Parking without pushing your bicycle into the far end of the rack.
- Parking your bicycle outside the rack
- Tampering with the rack
- Retrieving your bicycle without charge adjustment
- Parking which prevents normal locking
- Parking which prevents normal locking
- Parking your motorcycle across parking space lines (frame lines)
- Parking outside a reserved parking space
- Parking before or after the reservation time
- Parking without reservation
Parking Fee
Article 7
- The User shall pay a parking fee corresponding to the parking time based on the parking fee system posted in the Parking Lot.
- The User shall adjust the parking fee in accordance with TCP / the usage protocol, and the adjustment procedure described on the poster in the Parking Lot, regardless of the conditions of the flap plate, the gate, or other parking lot equipment.
- If the User tried adjusting the parking fee in accordance with the adjustment procedure, but could not adjust it due to a reason such as no indication of the parking fee, he/she should contact the emergency numbers immediately and follow the instructions.
Article 8
- If you have parked as specified in Article 6-2, if you have parked the vehicle as specified in Article 10-1, if you have parked exceeding 48 hours in violation of Article 11-1, if you have parked exceeding the period approved in advance in violation of Article 11-2, or if you have parked exceeding 96 hours even if approved in advance (hereinafter collectively referred to as “Wrongful Cases”), the User shall not only pay the parking fee specified in Article 7-1 (the maximum charge and service charge will not be applied), but also pay 50,000 yen per day (per 24 hours) as a penalty (provisional compensation for damages) based on the first day of wrongful parking (however, the upper limit of the penalty shall be 200,000 per instance of wrongful parking) to the Parking Lot manager. However, if the User caused damage exceeding the penalty to the Parking Lot manager, the User shall also pay these expenses separately.
- The penalty described in the preceding article shall be charged immediately at any of the following points in time.
- The point in time when the User does not observe the contents of Article 6-1
- If the User has parked the vehicle as in Article 6-2, the point in time when the User has committed any of the acts specified in 6-2
- If the User has parked the vehicle as specified in Article 10-1, the point in time when the relevant vehicle has been parked.
- If the User has parked in violation of Article 11-1, the point in time when the parking time has exceeded 48 hours, the point in time when the User has parked exceeding the period approved in advance in violation of Article 11-2, or the point in time when the User has parked exceeding 96 hours even if approved in advance.
Parking Agreement Period
Article 9
The parking agreement period shall be from establishment of the parking agreement to retrieval. However, if a special measure has been taken, including towing of your vehicle or the like, the period shall be the time until the vehicle is finally handed over to you. (Dangerous Vehicles, etc.).
Dangerous Vehicles, etc
Article 10
- Parking Lot
- Standard vehicle: a vehicle over 4.8 m in length, 1.9 m in width, and 2.1 in height
(for a parking space indicated for a small vehicle: a vehicle over 4.4 m in length, 1.7 m in width,
and 2.0 m in height) - A vehicle not more than 2.5 m in length and 1.3 m in width
- A vehicle of more than 2.5 t total weight
- A vehicle with not more than 15 cm of minimum ground clearance
- A vehicle which may prevent the vehicle entry recognition device from operating,
including a vehicle with not less than 25 cm of minimum ground clearance - A vehicle having an automatic levelling function or the like, resulting in a change in vehicle height
- A modified vehicle, a vehicle on which aero parts are mounted, or a vehicle where resin-made parts are mounted at the base
- A vehicle not registered in the automatic vehicle registration file, a vehicle without a valid automatic vehicle inspection certificate, or other vehicles which are prohibited to travel on the road due to laws and regulations
- A vehicle whose registration number is covered or removed, or a vehicle whose registration number is hard to read
- A vehicle for which automatic vehicle registration items have changed, or whose owner has changed, but where a change / transfer of registration has not been made
- A vehicle which is permitted to travel only occasionally (occasional travel permitted vehicle)
- A vehicle which prevents the vehicle entry recognition device from operating
- A vehicle on which dangerous substances, explosive substances or harmful contaminants are loaded, or on which other substances that may disrupt safety or hygiene, or articles that may cause malodor or leakage of liquid, are loaded
- A vehicle which is not specified by the Parking Lot manager, such as motorcycles
(including scooters), small-sized special vehicles, sidecars, tricycles, buggies, trikes, and bicycles. - A special vehicle, construction vehicle, trailer truck, or vehicle which cannot move under its own power
- A vehicle specified by the Parking Lot manager
- Other vehicles which create problems for management of the Parking Lot.
- Standard vehicle: a vehicle over 4.8 m in length, 1.9 m in width, and 2.1 in height
- Bicycle Parking Lot
- A vehicle over 1.8 m in length and 0.9 m in width
- A vehicle whose tire thickness is not less than 55 mm, or whose height is not less than 65 mm
- A modified vehicle
- A vehicle on which dangerous substances, explosive substances or harmful contaminants are loaded, or other substances that may disrupt safety or hygiene, or articles that may cause malodor or
leakage of liquid, are loaded - A vehicle which is not specified by the Parking Lot manager, such as motorcycles
(including scooters), small-sized special vehicles, sidecars, tricycles, buggies, trikes, and bicycles. - A vehicle specified by the Parking Lot manager
- Other vehicles which create problems for management of the Parking Lot.
- We shall determine whether the User’s vehicle corresponds to any of the above-mentioned provisions, while considering attachments of the vehicle or objects loaded on the vehicle
- If the user has parked the vehicle specified in the paragraph 1, the user shall not only payt the parking fee but also the penalty in Article 8.
Limitation of Parking Period
Article 11
- The period of continuous use shall be up to 48 hours from establishment of the parking agreement in Article 4-2. However, this provision shall not apply to vehicles under a periodical agreement (including vehicles under monthly agreement and vehicles to which a pass card is issued).
- If the parking period exceeds 48 hours due to unavoidable circumstances, the User must
be approved by us in advance by contacting the
emergency numbers. If the parking period
has been exceeded without contact and prior approval, the Parking Lot manager can request
that vehicle be retrieved by the User, the owner of the vehicle, or the like (the owner or
the User described in the automatic vehicle inspection certificate). The User or the owner of
the vehicle shall comply with such request immediately. However, if the parking period
exceeds 96 hours even after approval, the User shall not only pay the parking fee in Article 7-a
but also pay the penalty stipulated in Article 8.
Right of Retention
Article 12
- The Parking Lot manager can reject the retrieval or relocation of the vehicle to assure payment of the parking fee specified in Article 7, and
the penalty specified in Article 8, and take measures to provide such assurance (including locking of tires and towing) in any of the following cases:- If the User does not observe the contents of Article 6-1
- If there has been wrongful parking according to any of the items in Article 6-2
- If a vehicle in any of the items in Article 10-12 has been parked
- If the parking period exceeds the permitted hours for continuous use specified in any paragraph of Article 11
- If the User has parked the vehicle of which parking fee
- In case of the preceding paragraph, The Parking Lot manager can inspect the inside of the vehicle to take necessary measures within the limits necessary
to identify the User or the owner of the vehicle.
(Dangerous Vehicles, etc.)- Parking Lot
- Standard vehicle: a vehicle over 4.8 m in length, 1.9 m in width, and 2.1 in height
(for a parking space indicated for a small vehicle: a vehicle over 4.4 m in length, 1.7 m in width ,and 2.0 m in height) - A vehicle not more than 2.5 m in length and 1.3 m in width
- A vehicle of more than 2.5 t total weight
- A vehicle with not more than 15 cm of minimum ground clearance
- A vehicle which may prevent the vehicle entry recognition device from operating,

Right of Retention
Article 12

- If the User does not observe the contents of Article 6-1
- If there has been wrongful parking according to any of the items in Article 6-2
- If a vehicle in any of the items in Article 10-2 1has been parked
- If the parking period exceeds the permitted hours for continuous use specified in any paragraph of Article 11
- If the User has parked the vehicle which he/she retrieved without paying the prescribed parking fee in the past
- In case of the preceding paragraph, The Parking Lot manager can inspect the inside of the vehicle to take necessary measures within the limits necessary to identify the User or the owner of the vehicle.
Disposals, etc.
Article 13
- If necessary measures have been taken in accordance with Article 12, but the User refuses to retrieve his/her vehicle, or if he/she cannot do so, or if the Parking Lot manager is unable to ascertain the User through no fault on his part, the Parking Lot manager can request the User to retrieve the vehicle by the date specified by notifying him/her, or by posting a request in the Parking Lot.
- In the event of a request under the preceding paragraph, if the owner of the vehicle or the like does not retrieve the vehicle by the date specified by the Parking Lot manager, the Parking Lot manager may sell, dispose of or otherwise arbitrarily dispose of the vehicle after giving notice to the owner or posting a notice in the Parking Lot. In this case, the Parking Lot manager shall regard that the User and the owner of the vehicle have waived all rights pertaining to the vehicle, and the User and the owner of the vehicle shall have no claim against the Parking Lot manager for delivery of the vehicle or any other objection of any kind whatsoever. The Parking Lot manager shall not be liable for any damage to the vehicle or personal belongings in connection with the disposal of the vehicle.
- If the Parking Lot manager has disposed of the vehicle in accordance with the preceding paragraph, he/she shall notify the owner or the like of such disposal, or shall post it in the Parking Lot.
- If the vehicle is disposed of in accordance with paragraph 2, the parking fee and the costs, if any, of storing, moving and disposal of the vehicle shall be deducted from the income generated by the disposal, and if there is still a shortfall, the owner shall be required to pay the amount, otherwise any remaining amount shall be returned to the owner.
Entry/Exit and Passage of Vehicles
Article 14.
The User shall strictly observe the following matters concerning entry and exit in the Parking Lot:
- Confirm the safety of surroundings, while driving the vehicle into the Parking Lot, or retrieving it therefrom.
- When driving vehicle into the Parking Lot, retrieving it therefrom and travelling inside it, drive slowly at the speed of 5 km/h.
- Do not overtake or pass other vehicles
- Give priority to vehicles which are leaving the Parking Lot.
- If there are instructions from the parking attendant, follow them.
- If any trouble has occurred with the parking lot equipment, do not attempt to retrieve the vehicle, and contact the emergency numbers.
- Before driving the vehicle in or retrieving it, confirm the safety of surroundings. In addition, before getting off the vehicle, always stop the engine first.
Matters to Be Observed
Article 15
In addition to the matters described in the preceding article, the User shall observe the following in the Parking Lot.
- When retrieving the vehicle, always settle the bill at the charge adjustment machine, even if the vehicle is not charged for a short period of use.
- Park in the specified parking space, do not park anywhere else.
- Smoking and the use of fire are strictly prohibited in the Parking Lot.
- When you park, always stop the engine. Before you leave the vehicle, close the windows, and lock the doors and the trunk.
- Do not leave infants alone in the vehicle while parking.
- Do not leave pets alone in the vehicle while parking.
- The following acts are prohibited because they are a nuisance to the neighborhood: playing the car stereo loudly, opening and closing doors violently, talking with someone at night, etc.

- Any acts other than parking vehicles in the Parking Lot are prohibited (business, propaganda, soliciting donations, working, construction, petitions, etc.)
- The following acts are prohibited because they are a nuisance to other people: drinking, staying over, betting, car washing, etc.
Non-Liability of Parking Lot Manager
Article 16
The Parking Lot manager shall not be held responsible for any of the following items:
- Incidents or trouble between the Users of the Parking Lot
- Theft, destruction, and damage of your vehicle
- Loss and damage of objects loaded on your vehicle, and objects left outside your vehicle
- Loss due to contact with parking facilities, equipment, poles, steps, grating lids, uneven surfaces, etc.
- Damage due to prevention of retrieval by another vehicle
- Damage due to irresistible forces such as earthquakes, thunderbolts, fire, flood damage, snowfalls, or natural disasters
- Damage due to use of the Parking Lot which violates the usage protocol, and the terms and conditions of usage
- Compensation for waiting time / lost opportunities due to various reasons while dealing with any trouble
- Accident because of infants/children playing in the parking lot, or other reasons
- Damage due to failure to check for safety
- Damage due to unauthorized vehicle occupancy, etc.
- Damage due to faults, defects or other causes in the system provided for operation of this service,
Compensation for Damage
Article 17
If the Parking Lot manager is obliged to close all or part of the parking business due to an act of the User, and if other damage has occurred to the Parking Lot manager, the User shall compensate all sales lost by him/her and other damages.
Compensation for damages to other users
Article 18
If the User has caused damage to Parking Lot facilities, buildings adjacent to the Parking Lot, or other vehicles and/or Users of the Parking Lot, the Parking Lot manager shall in no way be held responsible, and shall not mediate to solve any disputes. If such an event has occurred, the offender shall contact the victims in a proper manner by himself/herself to resolve any disputes between the parties concerned.
Warning Documents
Article 19
The Parking Lot manager may affix a warning or other text to the vehicle in any manner he/she chooses, as necessary.
Video of the Parking Lot, etc.
Article 20
- The Parking Lot manager may take videos or photos inside the Parking Lot and of its periphery, using a video camera or camera to ensure safety in the Parking Lot.
- In principle, the Parking Lot manager shall not disclose the contents taken in accordance with the preceding paragraph to third parties. However
for the purpose of controlling wrongful parking or the like, the Parking Lot manager can use such images and submit them to the relevant authorities for the prevention of crimes, investigations, etc., and the Users shall accept this.
Change of Parking Fee
Article 21
The Parking Lot manager may change the parking fee without prior notice.
Language Precedence
Article 22
In the event of any discrepancies or inconsistencies between the Japanese and English versions of this agreement, the Japanese version shall prevail.
Instructions of the Parking Lot Manager
Article 23
In addition to the abovementioned instructions, the User shall comply with all instructions of the Parking Lot manager.
